I don't understand

A couple things here. Reporting "criminal activity" is a serious accusation, I'm not sure making a public post without any information other than this vague statement helps. Like stated previously, please use the "report" feature when you see something suspicious. We look at every report. When a report comes in, sometimes we take action that is visible, sometimes that action is not visible, and sometimes we decide to wait some more because we feel like we don't have enough information to make an informed decision as to how to act. Many times as well do we receive false positives.

Penpal Gate is a fairly quiet site. Sometimes there are fake profiles with fake photographs or there are some people who are too exuberant. Compared to other sites, Penpal Gate is very safe.
