That's the Störtebeker-Flag.

Klaus Störtebeker, also known as Klaas Störtebecker, Claas Störtebeker or Nikolaus Storzenbecher (* around 1360; † allegedly on October 20, 1401 in Hamburg), is said to have been a pirate and, alongside the notorious captains Gödeke Michels, Hennig Wichmann, Klaus Scheld and Magister Wigbold, one of the leaders of the Vitalienbrüder, also known as Likedeeler (Low German: Gleichteiler).
