i dont have it, because i dont see no reason to download it, for the rest the laptop works with linux mint, and my fathers phone with android.

Yes it's the same platform, the only difference being instant push notifications instead of (sometimes delayed) emails

-I use the laptop and in it you have the option of either using it as a site on chrome or you can install it on windows as well .

-personally I currently use penpal in the site format.

-a very importatant thing I would like to bring to your attention is lots of people who i have talked to don't know about this feature, thus they don't know that they can actually download the app.

-another problem which arises for them is that they don't know how to download it cause it is not to be downloaded from specific store but you have to download from the site .

-these people if they knew about this feature it would actually enhace their experience cause the main problem they face is not being able to see notifications of text sent by others .

Android users should see a banner inviting them to get the app if their device is compatible, but relatively few people have it so I was wondering what the reason might be. It is the only way to get better notifications.

I do have the app actually, but I don't get notifications even though I switched them on. Maybe I can try logging in again to see if it works, but I've never set a password or anything, so I'm not sure if I'm able to get in again?

It looks like you opted out of notifications (checkbox in account settings). If you ever forget your password you can use the recovery form on the login screen to generate a new one.

You mean the "notify me" checkbox in the account settings ticks itself off? That's very unlikely. Or do you mean your Chrome app notification settings? (which it relies on)
