I personally have the app but I didn't download it 😅...
So why do u have it but my brother doesn't? 😕

yeah, there’s an app.. the suggestion just appears out of nowhere randomly, and i downloaded it. the suggestion appears only in Android and i have never received the suggestion in iOS. so, maybe your brother is using iOS?

There is a legend saying that the notification leading to getting the app, appears only for The Chosen Ones.
