Well, it depends on your version. You can't really force them to leave, but the best tactic is just to ignore them until they have that white thought bubble over their heads. Then you can talk to them and they might say they want to leave. (At least in ACNH, but I think in ACNL it is similar. Been a while since I played that game.)

Talking to Isabelle sadly solves nothing. That option let's you remove clothes or their catchphrase, not remove them. Ignoring them and waiting for the white "talk to me" cloud is one possibility. They sometimes only want to trade or gift you, though. Another way is waiting for a visitor to your camping site you really want to get instead and, after recruiting him, if your village is full, he/she will say so. You then can say something like "ask if there is a way or ask Nook/Isabelle". The animal visitor will then ask in town center if anyone wants to leave your island. If you are lucky, it's the animal you dislike. There is a real possibility, though, that another of your villagers wants to leave, so then you'll have to decline. I can't imagine another way. I hope it works out for you!
