Over or underrated, regrets. Wszystko i nic

Could anybody tell me what this means, because i've got it in my profile, but i cant full it in before i know what it means.

Underrated: things that you think are under rated than what they really deserve

Overrated: things that you think are over rated and than what they really deserve
