Maybe im wrong, and i dont do such kinda study, but France, Germany, U.S.A, Russia, Italy and Spain allwas sound to me like thé countrys where people study.
The answer to your question is: it depends. Do you wish to enroll as an undergraduate or do you plan to obtain a master degree? If the latter: taught or research master or even subsequently a PhD? And of course it will depend on your proficiency in certain foreign languages. The UK and US are usual suspects for top level universities. The same applies to specific universities in Europe and beyond (e.g. Canada and Australia). Any order of top universities can (again) be reshuffled depending on the subject. There are online lists for the best universities to obtain a law degree (which are not entirely accurate, but may be helpful as a “quick scan”). Probably there are similar rankings for your academic field of interest.
