Yes, and yes. A few years ago, there was even an increased security in Strasbourg, which is one of the biggest/ most important christmas market of Europe because of worries regarding potential security issues.
The main problem this year, from the very few I heard, is the scam around the price of nugat though.

Yes like Lianshen said, there have been security guards in all crowded events since the 2015 Islamist terror attacks. Usually they also bring big concrete blocks in the middle of the roads to prevent vehicles from ramming into crowds
