The Tenth Amendment to the United States Constitution, ratified in 1791 as part of the Bill of Rights, establishes that any power not explicitly delegated to the federal government by the Constitution—nor prohibited to the states—is reserved to the states or to the people. Does your country have something similar?

In Italy, the "regions" have the power to legislate on certain matters. Then there are autonomous regions and autonomous provinces that enjoy greater autonomy. It's a system with many problems.

Italy has been made up of twenty regions since the birth of the Republic. The islands are autonomous regions. Regions with linguistic minorities are autonomous regions. Trentino-Alto Adige is an autonomous region made up of two autonomous provinces because it has a large German-speaking population (Bolzano Province, South Tyrol).
I would check a Foundational Document. In the US, we have the constitution.
The Italian Constitution was approved by the Constituent Assembly (elected in 1946) in 1947. Italy was emerging from the fascist dictatorship and the monarchy.

The US Constitution was signed by delegates on September 17, 1787, and officially went into effect on June 21, 1788, after New Hampshire became the ninth state to ratify it. The Constitution was created to replace the Articles of Confederation—the original governing document of the United States—because the young nation was struggling under a weak central government. I know this from AP Gov.

I problemi principali sono corupzione e nepotismo?
Il sud è bellissimo ma è governato malissimo soprattutto la Sicilia e la Calabria. Comunque anche al nord ci sono zone depresse con le strade piene di buche e tanti altri problemi
