In Italy, the "regions" have the power to legislate on certain matters. Then there are autonomous regions and autonomous provinces that enjoy greater autonomy. It's a system with many problems.

Trentino-Alto Adige is an autonomous region made up of two autonomous provinces because it has a large German-speaking population (Bolzano Province, South Tyrol).

Corruzione sì ma non solo. Ad esempio le regioni non riescono a far funzionare la sanità
Anche qui. Abbiamo la sanità unica per la tutta Croazia, non per la regione. Non è bene funziona, ma è molto economica.
Qui ogni regione funziona in modo diverso ma soprattutto al sud la situazione è disastrosa per la sanità
Perchè sud è disastroso?
Il sud è bellissimo ma è governato malissimo soprattutto la Sicilia e la Calabria. Comunque anche al nord ci sono zone depresse con le strade piene di buche e tanti altri problemi
