A pen pal from Uganda wants to register here. He keeps getting the message: “Access to penpal-gate.net was denied. You don’t have authorization to view this page. HTTP ERROR 403”

Does anyone here know a solution to this problem?

There are a few, yes. I suppose they use VPNs, which are not blocked.
