Do you mean private conversations? Limits vary but it should not be that low. I can take a look tomorrow if so.

Edit: I think this is because you assume it resets when the day is over, but it is actually based on a rolling 24 hour period. So if use everything at once at 3pm, you will need to wait until 3pm the next day. Quotas tend to increase over time as your profile builds trust, so as to prevent malicious activity.
