I'd vote for Spanish Cinema since they are pretty remarkable with movies throwing a perfect curve in the end. They are gradually having the movies down cold especially in the genres of thriller and suspense. El cuerpo, Contratiempo, Que dios nos perdone, La piel que habito, El secreto de sus ojos are few titles I'd mention without a second thought.
Difficult to say one country
Japanese, Russian , Indian and french are good. I have watched few good German movies.
I guess other countries also produce good movies but i did not have an opportunity to watch films other than above mention countries.
