Yes, I have heard of it. I think that's a matter dancing on the razor's edge. If votes for yes, win, it shall be a fair and nice contribution for the society. If votes for no, win, then this result shall strike a very sour note. It seems like no body can predict possible result. Such situations are always risky because such failed attempts always trigger social fault lines.
